Do you need a commercial real estate loan on an apartment building, an office building, a strip center, an industrial building or any other type of commercial property?  Blackburne & Sons uses private investors to fund its loans, so we are always in the market to make commercial real estate loans. The following ethical rule is taken from the 2012-2013 edition of "Uniform Standards of Professional Appraisal Practice" published by the Appraisal Foundation. Emphasis and comment added by this website.

An appraiser must not accept an assignment, or have a compensation arrangement for an assignment, that is contingent on any of the following:

1. the reporting of a predetermined result (e.g., opinion of value);

2. a direction in assignment results that favors the cause of the client;

3. the amount of a value opinion;

4. the attainment of a stipulated result (e.g., that the loan closes, or taxes are reduced); or

5. the occurrence of a subsequent event directly related to the appraiser’s opinions and specific to the assignment’s purpose.

The subsequent event mentioned at No. 5 may be the closing. If an appraiser agrees to wait until the closing to receive their fee they may be in violation of this ethical rule.


C.S. Gardner & Associates, Inc., is multi-faceted real estate appraisal and consulting firm. The firm specializes in appraising for litigation valuation, eminent domain, and condemnation proceedings.

We do assignments for individuals on commercial, industrial, acreage, and other non-residential properties. We serve  clients in Flagler, St. Johns, Putnam, Duval, and Clay Counties.

The firm places a strong emphasis on individual owner's property rights. If your property is being acquired by a governmental agency, we work with you to insure that you are justly compensated for your property.

The firm also does consultation work involving litigation valuation. Such work includes expert witness testimony, assistance with trial strategy, appraisal review, assistance in mediation, fee and cost analysis, and other consultation services.

The firm accepts assignments throughout the state of Florida. We have also completed assignments for the "United States Department of Interior" on the "Blue Ridge Parkway" in Virginia. We do not accept assignments for governmental agencies.

We have removed all banks and governmental agencies from our approved clients list.

In addition to litigation appraisal, the firm accepts valuation assignments involving protection of property owner rights in matters of zoning/land use changes and taxation.

  1. We gather the following types of information needed to complete our assignment, fulfill your requests, and maintain our files:

§ Contact information you provide (for example, your personal and business addresses, phone and fax numbers, firm affiliations and titles).

§ Surveys, building plans, title abstracts, etc.

§ Information you volunteer, via applications to public zoning and building officials.

§ Public records are exceptions.

  1. We use this information in performing the services requested by our clients; i.e. appraisal, appraisal review and consultation.
  1. C. S. Gardner & Associates, Inc., does not share, sell or trade e-mail addresses. We do not sell, rent or trade your personal information to others.
  1. We will not share, sell or otherwise provide other information about you or the data you furnish to us to third parties except when required by law or valid legal process.

Marketplace Orders (Contact Us)

When you order a service from C. S. Gardner & Associates, Inc., we will need to know your name, street address (whether commercial or residential) for delivery, telephone number and e-mail address. This information is used for billing purposes and to fill your requests. If we have trouble completing your assignment, this contact information is used to get in touch with you.

Our website has a form to request appraisal, review or consultation services. Information requested includes those mentioned above. Contact information will be used to provide you with a fee and time quotation.

Sharing

We subcontract with other parties to provide specific services. When you request one of our services, we will share your name and other contact information as necessary for the third party to provide these services. Third parties are not allowed to use personally identifiable information except for the purpose of providing these services.
